HISTORY
Umpqua
CDC (Umpqua) was incorporated in 1991 to develop
affordable housing in central Douglas County, a critical
need due to the area's near-zero rental vacancy rate.
In
11 years, Umpqua has grown from one half-time staff
person to 13 full-time employees. Its service area has
expanded to cover three rural counties in Central Oregon
stretching from the coast to the mountains, with a total
population of about 200,000. Its mission has expanded to
include economic development.
