Northeastern Pennsylvania is the home to the Poconos, portions of the Susquehanna River, flowing streams, and lush green valleys. Forests cover sixty percent of Wayne and Susquehanna counties. Tioga County contains the "Pennsylvania Grand Canyon."

Despite their pristine beauty, many northeastern Pennsylvania counties have experienced little to no population growth over the past 100 years. The population of Susquehanna County (40,380) is only slightly higher today than it was in 1900. There are fewer people living in Tioga County now (41,126) than in 1900; and the population of Sullivan County has dropped by 50 percent since 1900. Poverty rates are higher in these six counties (averaging 12.5 percent) than the statewide average (10.9 percent).
