In 1991, Tri-County Housing (TCH) was founded by an inter-governmental agreement among Bent, Crowley, and Otero counties. The original organization was a department of the Town of Fowler. It provided administrative and construction consultant services for low-income housing rehabilitation. In 1995, TCH’s advisory board decided it should become a private nonprofit with a community development mission.

Today, TCH develops affordable housing, infrastructure, and facilities, and provides technical services to government and other nonprofits. It changed its name to Tri-County Housing and Community Development Corporation to reflect its commitment to total community revitalization.

TCH has received numerous awards recognizing its efforts, including: the Eagle Award from Colorado Housing NOW, an association of nonprofit housing developers; a National Partner in Homeownership citation from U.S. HUD and the state; and most recently, a “Communities of Opportunity” award from U.S. HUD.
