The Southwest Minnesota Housing
Partnership (SWMHP) arose as a separate nonprofit corporation in 1992 out of a formal partnership between a
public organization, the Southwest Regional Development Commission, and three private, nonprofit organizations:
Western Community Action in Marshall, Southwestern Minnesota Opportunity Council in Worthington, and Prairie Five
Community Action Council in Montevideo. These groups came together because separately they lacked the finances
and the capacity to tackle housing problems in their area. The Southwest Minnesota Housing Partnership’s
mission is to "provide a sufficient supply of adequate, safe, sanitary and affordable dwellings to ensure
the health, safety and welfare of the citizens of Southwest Minnesota."
The Southwest Minnesota Housing
Partnership works closely with community leaders, employers, funding agencies, service providers, and other
stakeholders to find housing solutions that meet local needs. Rural Minnesota communities are unique in their
needs and resources, so each community’s solutions and strategies are unique. Our job is to support each
community in putting together the essential pieces of the project to make their solution.
The organization's objectives
are multifaceted and include: identifying and prioritizing housing development needs; preserving and upgrading
existing housing through rehabilitation financing; increasing the capacity of local groups to develop housing
programs and projects; increasing homeownership opportunities within the region; and, substantially increasing
the supply of affordable housing for lower income workers, and for the elderly, homeless, minorities, families
and large families.
The Partnership has developed,
rehabilitated or financed 5,186 units to date, bringing an investment of over $230,000,000 to the region. The
Partnership has worked with 32 communities to develop over 836 rental housing units. This includes 13 tax credit
projects totaling 509 units. The Partnership has ownership of 627 units. In addition, they have rehabilitated 505
rental housing units in 28 communities with HOME funds. The Partnership has developed and managed the new
construction of 258 single family homes. They have rehabilitated 1,370 single family homes, 341 rental housing
units, 278 commercial buildings and 200 units involving other activities with DEED Small Cities rehabilitation
funds. The Partnership has provided Homeownership Counseling and Education to over 4,188 households and Lending
Services have been provided to 543 households.
