Sports fishing enthusiasts are very familiar with South Carolina's crop belt region since the Santee-Cooper lakes are rated among the top three fishing areas in America. It is the only place in the world where a landlocked striped bass, known locally as a "rockfish," can be caught. There is also abundant game nearby in The Santee Wildlife Refuge, home to bobcats, minks, otters, and foxes.

The area is not only known for its wildlife. Clarendon and Lee counties have been classified by the USDA Economic Research Service as persistent poverty counties, ranked in the lowest income group for the past three decades. The average poverty rate is 18.4 percent, compared to an average of 14.9 percent for the state.

Added to this is a shortage of affordable housing due to local military installations. Personnel at the bases -while an integral part of the economic, social, and cultural affairs of the area since the 1940s - use a large portion of the off-base housing.
