The Northeast South Dakota Community Action Program (NESDCAP),
established in 1966, serves a seventeen-county area that
covers 18,688 square miles and includes 120,810 people.
No county in its service area has a population greater
than 50,000, and the population earns less than 80% of
the median income. The majority of the
population lives on farms or in small, farm-oriented
communities, and agriculture forms the base of the
area’s economy. NESDCAP provides a wide array of services,
including energy assistance, emergency assistance,
weatherization, housing preservation.
NESDCAP also serves as staff for the Northeast South
Dakota Economic Corporation (NESDEC), a sister
corporation that provides economic development support. NESDEC's 22-county service area has an overall
average poverty rate of just under 20 percent (19.28%).
The area includes the Lake Traverse Reservation on which
3,000 members of the Sisseton-Wahpeton Sioux Tribe live.
