The Northeast South Dakota Community Action Program (NESDCAP), established in 1966, serves a ten-county area that covers 19,035 square miles and includes 127,377 people.  No county in its service area has a population greater than 50,000, and the population earns less than 80% of the median income.   The majority of the population lives on farms or in small, farm-oriented communities, and agriculture forms the base of the area’s economy.  NESDCAP’s mission is "to be responsive to the needs of low-income residents and serve as an advocate and vehicle for community interests and concerns in the geographic area."  To meet this goal, NESDCAP provides a wide array of services, including energy assistance, emergency assistance, weatherization, housing preservation, and homeless programs.

NESDCAP also serves as staff for the Northeast South Dakota Economic Corporation (NESDEC), a sister corporation that provides economic development support throughout NESDCAP’s service area and to an additional 12 counties.  This 22-county area has an overall average poverty rate of just under 20 percent (19.28%). The area includes the Lake Traverse Reservation on which 3,000 members of the Sisseton-Wahpeton Sioux Tribe live.
