Located in Bowling Green, the county seat of Pike County, NECAC serves residents in a twelve-county area of northeast Missouri. The region struggles with the challenges faced by small communities where economies have been in long-term decline. The counties are isolated, with population decreasing in several. There is an aging housing stock, with little new construction. Some key characteristics of the area are:

  • Average incomes range from a low of $31,016-$63,178 (2003 Census).

  • Poverty rates range from 4.9 percent to 14.3 percent (2003 Census).

  • Homeownership rates range between 70.3 and 83.1 percent (2000 Census).

  • Almost 23 percent of the housing stock was built in 1939 or NECACbefore.

  • Two percent of the housing stock lacks complete plumbing while 2.5 percent lacks complete kitchen facilities.

  • Many homes lack or have serious deficiencies in their electrical or plumbing systems, lack safe or adequate heating systems, or have other major structural deficiencies.

HISTORY

As a community action agency, the North East Community Action Corporation (NECAC) has been managing and delivering social service and community health programs to the low-income communities for more than 40 years. With 12 counties in its service area, NECAC is the largest of the 19 Missouri agencies in geographic territory. NECAC’s diverse service area covers nine rural counties and three metropolitan counties. NECAC operates service centers in each of the counties. The agency has developed and maintained a strong presence among local and government agencies, social service organizations, local civic groups, and businesses in all 12 counties. NECAC operates more than 60 different programs through 30 different funding sources, serving more than 60,000 low-income individuals and 16,000 families per year.

NECAC offers the following services: Employment and Training, Energy Crisis Intervention, Family Development, Family Planning/WIC, Family Self- Sufficiency, Family Support, Rental Housing Assistance, Housing Preservation, In-Home Services, Outreach, Weatherization, Foster Grandparent, Self-Help Housing, Housing Development Projects.
