Venture
Financing
The core of Kentucky Highlands Investment Corporation's
(KHIC) activities is providing financing for new and
expanding businesses. Five types of financing are
available to companies willing to locate in its service
area: 1) equity capital; 2) secured term loans directly
from KHIC or through its small business investment
company, Mountain Ventures, Inc.; 3) revolving lines of
credit, unavailable to small businesses locally; 4)
loans up to $250,000 for fixed assets and working
capital; and 5) loans up to $35,000 for
micro-enterprises.
Entrepreneurial
Support and Training
KHIC provides technical assistance to entrepreneurs. For
new businesses, KHIC supplies space in one of its
business suites, and helps with the business planning
process. For established businesses, it guides
management teams through the strategic planning process.
In 2000, KHIC provided technical assistance to 15
development organizations and 81 companies. It also
provides management assistance to businesses in which it
invests.
KHIC
makes training available too, recently enhanced by a
distance-learning center equipped with interactive video
capabilities and a 15-station computer laboratory. KHIC
can now originate training programs from its offices and
participate in programs from other sites. In 2000, KHIC
sponsored the "Tuesday Evening with an
Entrepreneur" program, a video conference on
entrepreneurship at 12 sites and attended by more than
200 people.
Industrial
Development
Through LEAP (Land, Excavation, Architecture, and
Piers), KHIC develops industrial sites in southeastern
Kentucky. Under LEAP, KHIC acquires sites, prepares them
for construction, designs flexible building plans,
secures permits, and installs foundation piers for
pre-engineered industrial buildings. Three sites have
been developed since LEAP started, each of which is
occupied. In 2000, KHIC developed 24,000 square feet of
industrial space.
Empowerment
Zone Management
The KHIC Board, as representatives of a nine-county
area, helped residents of Clinton, Wayne, and Jackson
Counties prepare their successful application for
federal designation as an Empowerment Zone (EZ). Since
the EZ started in December 1994, KHIC has managed its
operations. In 8 years, the EZ has helped develop or
expand 26 businesses, directly creating 3,245 jobs.
Employment overall has increased by 6,652 jobs since the
EZ designation. KHIC also has encouraged the development
of new facilities, including a library, community
college, and hospital expansion. |
