Allegany, Carroll, Frederick, and Washington counties are all nestled among the mountains, valleys, and farmland of Western Maryland. They are home to the C&O Canal, ski resorts, the origin of the National Road (America's chief route west for many years), and Hoye Crest - the highest point in Maryland at 3,360 feet. They also face serious struggles.

The western county of Allegany is experiencing declining population and deteriorating housing stock. Allegany's 15.9 percent poverty rate is well above Maryland's average of 9.5 percent. The eastern counties of Frederick, Washington, and Carroll have become bedroom communities for commuters working in Baltimore and Washington, D.C., causing housing demand and costs to rise while affordable housing disappears.
