STRATEGIES & ACCOMPLISHMENTS

Affordable Homes
Since it entered the housing field, the Human Resource Development Council of District IX (HRDC) has undertaken a wide variety of activities. It has developed 32 ownership homes using a Land Trust model to insure their permanent affordability. It has developed or preserved more than 600 affordable homes, and acquired and renovated 108 apartments for the elderly and disabled.

Recently, using federal Low Income Tax Credits, it purchased the Miles Building in Livingston to preserve 40 affordable apartments for elderly and disabled residents, many of whom are mentally-ill and were formerly homeless. Renovations are underway. When the development is completed, it will include ground floor space for the local mental health agency.

All in all, HRDC owns more than 200 apartments. Its subsidiary, Resource Property Management, manages a total of 600, including eight for the mentally-ill involving special supportive services.

Community Development and Services
HRDC acquired and renovated the vacant historic Bozeman Post Office, built in 1915, and used as a set in the movie "A River Runs Through It." Today it houses the CDC's offices, including many of its social service programs, such as affordable housing services, energy assistance, and Head Start. The project also has a housing component: a new home built on the parking lot containing apartments for displaced families.

Over the past four years, HRDC has completed the construction of two Head Start centers, one in Bozeman and one in Livingston.

Since 1989, HRDC has operated a revolving loan fund to finance micro-businesses. Today, this fund assists several businesses, and HRDC is restructuring it to incorporate a broader portfolio including housing. The renamed Community First Fund is financing its first rental housing. HRDC has also started a home health care venture.
