HISTORY

The Human Resource Development Council of District IX (HRDC) is a Community Action Agency focused on helping low-income individuals, families, and communities lift themselves out of poverty. Founded in 1975, HRDC operated home health care, micro-business lending, Head Start, youth development, energy conservation, and senior and disabled transportation programs.

In the early 1990's, HRDC tackled a broader community development mission, developing and preserving affordable housing and building public facilities.

In 1992, HRDC received one of twelve Best Practices Awards given by U.S. HUD Secretary Kemp and Labor Secretary Martin. It recognized HRDC's success in designing and implementing programs that combined housing, employment, training, and other social services. In 1996, HRDC received a Fannie Mae Foundation "Maxwell Award of Excellence" for its housing development activities.
