STAND UP FOR RURAL AMERICA CAMPAIGN ACTIVITIES & OUTCOMES

Our Mission: To build the capacity of resident led rural community development corporations (CDCs), increase their production and impact, demonstrate the value of investing in and through rural CDCs, and make the resource and policy environment more supportive of rural CDCs and their work.

Program: Rural LISC is committed to: provide 70 CDC Partners with training, technical and financial support; reach these and more than 1,600 other rural CDCs, plus funders and lenders, with information; and forge alliances among rural CDCs, funders, lenders and policy makers to build support for Partner and other rural CDCs. [Browse through our scrapbook featuring five Partner CDCs]. 

Date Established: April, 1995 (first Partner CDCs selected August, 1995)

Governance:
  A 25 member Rural LISC Advisory Committee composed of donor, lender and Partner CDC representatives, plus other rural CDC supporters.  Public members do not vote (Rural Advisory Committee and Rural LISC's Staff).

Resources Invested, Matched and Leveraged (as of 8/2/02):

  • More than $342.85 million invested in and through Partner CDCs, including some $9.63 million in capacity building grants, $3.02 million in project related grants and recoverable grants, $56.2 million in low cost loans and loan guarantees, plus $274 million invested by LISC affiliates.
  • Sponsorship initiative to help Partners secure new capacity building resources, resulting in $40.2 million in matching funds raised by CDCs through 393 separate "Sponsorships."
  • More than $508 million leveraged in financing for LISC supported developments.
  • Two groundbreaking public/private partnerships, one for homeownership (the Rural Home Loan Partnership), and one for child care facilities, involving some 267 CDCs producing 4,329 homes and seven CDCs developing nine child care facilities.

Technical Assistance, Training and Information:

  • Technical assistance to 70 CDCs, involving some 236 developments financed by Rural LISC.
  • 11 national training Seminars for Partner CDCs.
  • Six Asset Management trainings for Partner and other rural CDCs, plus 24 Regional Workshop trainings, for a total of nearly 1,850 participants, including rural CDC leaders, private funders and lenders and government officials.
  • 21 regional Rural Home Loan Partnership trainings for rural CDCs and USDA officials, attended by an average 100 participants each, on affordable homeownership development.
  • Rural Developments, the first newsletter dedicated to rural CDCs, circulation 6,000.
  • Rural LISC web site at www.ruralisc.org.
  • Regular updates on funding and financing opportunities, training and other resources and issues to 1,650+ member Rural Community Developers Network.

Stand Up for Rural America Campaign Activities:

  • Coordinating and staffing national coalition effort to help rural CDCs gain the resources and policy support their work deserves.
  • Recruiting 750 sponsor organizations from 49 states.
  • Organizing Steering Committee of 35, chaired by Group Vice President, Federal Home Loan Bank of Atlanta.
  • Publishing and distributing first "Directory of Rural Community Developers," containing results from a comprehensive survey of 1,079 rural CDCs, plus lists and maps of survey respondents (available at: www.ruralamerica.org).
  • Commissioning and distributing 24 minute Appalshop produced, award winning Video, "Rural Communities Creating Opportunity," and companion Photo Exhibit showing how rural CDCs change peoples' lives.
  • Supporting State Stand Up Days in CA, CO, IA, MD, ME, MO, MS, NE, NM, NY, OR and TX.
  • Helping start and participating in Rural Funders Working Group.
  • Advocating for additional private investment and funding for the Rural Community Development Initiative (RCDI) in USDA.
  • Publishing bi-weekly "Rural Community Developers Network Reporter," distributed to some 1,650+ rural CDCs.
  • Conducting survey of 4,000 rural organizations to determine the future of the Network and update the on-line Directory, and publishing "Working and Networking: The 2001 Survey of Rural Community Developers."  Results being used to update online "Directory of Rural Community Developers," with entries for a total of 1,385 CDCs.
  • Commissioning "A Place in the Country," a one hour Center for Rural Strategies documentary on rural conditions and trends, and how community developers are creating opportunities, a companion publication, and "Rural Communities: Helping the Country Work," a related Photo Exhibit.

Stand up for Rural America Campaign Outcomes:

  • $18 million for the Rural Community Development Initiative (RCDI) in USDA -- funding for its first nonprofit capacity building program.
  • The 280+ Rural Funders Working Group in the Council of Foundations Neighborhood Funders Group, sponsoring events, publishing a newsletter, operating a listserv and having launched the $100 million National Rural Funders Collaborative, first grants made this year.
  • Some $25 billion in private capital for rural community development invested by Bank of America, Fannie Mae, Freddie Mac and LISC's National Equity Fund.
  • A 1,650+ member Rural Community Developers Network, organized to serve and represent all rural community based developers, receiving regular information.
  • House leaders from both sides of the aisle reviving the Congressional Rural Caucus, with 141 House Members recruited to date (63 recruited with help from rural CDCs).
