NeighborWorks Northeast Nebraska was founded in 1995 due to the pressing community need for affordable workforce housing. The early 1990's were a transitional period in Northeast Nebraska. A major Norfolk employer was making plans to start a second shift that would result in 500 new jobs. The housing needs of this growing workforce had to be adequately met. The Elkhorn Valley Community Development Corporation was formed to take the lead in affordable housing development.
