DHDC was organized in 1971 to provide permanent housing to economically disadvantaged families in the Mississippi Delta. DHDC is one of the most experienced housing developers in the Mississippi Delta and is recognized throughout the nation. The CDC has constructed and rehabilitated over 820 units since its inception, in Sunflower, Bolivar, and Humphries Counties. DHDC’s area of operation includes a federally designated Empowerment Zone. The three counties have a combined population of 178,996, and an average median family income of $27,866 for a family of four. Sixty-two percent of the people are minority and forty-four percent of the households live in poverty. Approximately 14 percent of the housing stock is substandard.

DHDC Board of Directors consists of nine members, seven men and two women, all of whom are African-American. The President of the Board, Herman Johnson, is one of the founders of DHDC and Eddie Porter, Secretary, has served on the board for over twenty-five years and is one of the first Self-Help Housing families.
