Yuma County is located in the extreme southwest corner of Arizona and is the third fastest growing county in the U.S. Its growth is mainly due to the influx of immigrants from Mexico. Currently, the county population is approximately 175,000. It sits right across the border from the Mexican City of San Luis Rio Colorado, with a population in excess of 300,000. Its growth has created a critical need for affordable housing.

Most Yuma County residents are Latino: 99 percent of the population for the town of San Luis; 80 percent in the town of Somerton; and over 50 percent for the whole county. Its economy is very weak. Two-thirds of the economic activity is agricultural, with a resulting seasonal unemployment rate that fluctuates between 35 and 70 percent. It is designated a federal Enterprise Community.
