Affordable Homes
In regards to housing, Adams County contains 10,501 occupied housing units of which 26% are renter-occupied and 74% are owner-occupied. Of the total housing units in the county, 26% are mobile homes. Brown County contains 15,555 occupied housing units of which 20% are renter-occupied and 80% are owner-occupied. Of the total housing units in the county, 22% are mobile homes (all figures, 2000 U.S. Census).
Some of the greatest challenges for this area are: (a) the lack of affordable, clean, decent, safe housing for the low- and moderate-income sector; (b) a lack of adequate medical/dental professionals and facilities; (c) reliable, affordable transportation for the low- and moderate-income sector; and (d) the availability of employment opportunities that provide decent wages with health care benefits.
During the next three years, July 1, 2004 – June 30, 2007, ABCEOI plans to build 18 single-family homes to be sold to low- and moderate-income families/individuals. An estimated 75 businesses will be given assistance through Microenterprise Development and Individual Development Account (IDA) initiatives. The Agency is also in the planning stage of another low-income senior citizen apartment complex in Adams County.
Economic
Development
The Glass reFactory was constructed by the Agency in 1998. This project takes post-consumer bottle glass, normally sent to landfills, mets it down and makes decorative suncatchers, Christmas ornaments, coaster, etc. The products are sold directly to the public and through retail outlets.
The Agency is constructing a 21,400 square-foot, $600,000 Recycling Center. It will be funded through a partnership with the Brown County Solid Waste Authority. This new facility will put under one roof all the various recycling activities now in operation including processing, packaging, storage and shipping of recyclable materials. The Ohio Department of Natural Resources will be providing financing for the recycling equipment. Groundbreaking is expected in spring 2005 with completion by spring 2006.
