Adams and Brown counties are located in the Appalachian section of Ohio. The closest metropolitan area is Cincinnati, about an hour west of Georgetown, the county seat of Brown county. Both counties suffer from chronically high unemployment, limited education and high poverty levels.

Adams County includes 588 square miles with a population of 27,330 and Brown County encompasses 493 square miles and a 42,285 population. Both counties are included in the Appalachian section of Ohio and exhibit chronically high unemployment, low educational attainment levels and a high level of poverty.
