STRATEGIES & ACCOMPLISHMENTS
Five
Rivers Community Development Corporation (FRCDC)
develops affordable housing and fosters economic and
leadership opportunities for Georgetown County
residents.
Affordable Homes
The
organization developed Poplar Place, an affordable
subdivision of eight three-bedroom homes for sale to
Georgetown County residents earning 60 to 80 percent of
the area median income. Because it is the first quality,
affordable subdivision to be built in the Pawley's
Island area, the South Carolina Department of Commerce
nominated Poplar Place for a HUD Best Practices award.
FRCDC
also provides financial resources such as a mortgage
assistance program and credit counseling for first-time
low- and moderate-income homebuyers. It created the
"I Want My House" homebuyers curriculum as the
foundation for its housing counseling and development
services. The curriculum includes reading, writing,
arithmetic, and homeowner counseling. It is intended to
help people determine whether or not to buy a house and
then if they choose to buy, prepares them for the
endeavor. Seventy-five people have graduated from the
program, 30 of which have gone on to purchase their own
homes.
Economic
Development
FRCDC fosters economic development through job and
entrepreneurial training. "Diamonds in the
Rough," its economic and leadership development
program, trains mainly single female heads-of-households
and youth between the ages of 14 and 21 to identify,
access, and leverage capital for business development.
Thirty-seven people have graduated from the program,
creating 12 new businesses.
FRCDC
runs an Individual Development Account (IDA) program
that provides $3 in matching funds for every $1 that a
participant saves for the purchase of a home, start of a
business, or post-secondary education. Twelve people
have IDAs, two of which have met the $1,000 savings goal
and will be receiving matching funds.
